「トランプ革命」と覇権放棄政策

Abstract

トランプ政権の誕生後、従来からの二大政党政治を視角とした分析は米国政治において現在進行している闘争を理解するには全く不十分となり、恐らく的外れとなった。2018年の中間選挙はグローバリストの既成体制勢力に対する「トランプ革命」を強化する結果となった。まず、本研究は米議会に対する権力闘争におけるトランプの優勢を分析し、その優勢がトランプ政権の閣僚その他高級幹部の頻繁で過度な人事異動、そして判事人事による最高裁の路線変更への働きかけと密接に連動していることを分析する。次に、本研究は内政における「トランプ革命」が米国の外政に及ぼす作用を考察し、必然的に長年続いてきたグローバル覇権政策に対する挑戦とならざるを得ないことを示す。さらに、本研究は幾つかの戦略的に重要な地域における主要同盟国と主要潜在敵性国に対するトランプ政権の対外政策とその影響に関して全体的な分析を行う。最後に、本研究はトランプ政権の反グローバリスト政策が東アジア秩序に対して及ぼした衝撃を注意深く観察し、それによって今後日本が外交．安全保障政策を策定する上で必要となる戦略的な基本見通しを見極める。

自從川普總統上台執政後，過去針對兩大政黨的政治分析已不足以全面理解美國現行發生的鬥爭僵局，恐怕並不中肯。2018年的期中選舉結果更是加強了與全球主義既有體制勢力相對的「川普革命」。本文首先分析川普在美國議會競逐權力的優勢，包括川普政權的內閣成員與其他高級官員間頻繁且過度的人事改組，以及最高法院大法官人選之派系佈局皆於此相關。其次，本研究討論強調內政層面的「川普革命」影響美國外政之效應，其顯示必然對長期持續的全球霸權政策帶來挑戰。此外，本研究針對川普政權在幾項戰略上重要區域的主要同盟國與主要潛在敵國之對外政策及其影響進行全面分析。最後，深入探討川普反全球主義政策對東亞秩序的影響，從而提出未來日本在制定外交與安全保障政策時須關注在戰略上的前景基礎與展望。

With the start of Donald Trump`s presidency, the conventional two-party politics approach is gravely insufficient and, perhaps, off the mark to comprehend the ongoing dramatic strife in American politics. The mid-term elections of 2018 have reinforced his ＂revolution＂ against the globalist establishment. This paper will first analyze his evolving superiority in the power struggle against the establishment on Capitol Hill, which is closely linked to the frequent and inordinate reshuffles of his cabinet members and other high-ranking officials and to his efforts for packing the Supreme Court. Second, this study will examine the inside-out effect of the Trump revolution, which involves challenging the longtime global hegemonic policy. Third, this work will conduct an overall analysis of Trump`s external policies, not only to major allies but also to potential hostile powers, and across major strategic regions. Finally, this paper will provide an in-depth look at the impacts of Trump`s anti-globalist policies on East Asian order, thereby identifying a necessary strategic prospect for Japan to develop its basic foreign and security policy line.
