中国の周辺外交におけるミドル．パワーとしての豪州：中豪関係の進展と米豪同盟への余波

Abstract

台頭する中国からすると、ミドル．パワーに属する国々との関係強化は外交上の優先課題の一部になりつつある。米中間での戦略的な競争は、両国にとってのミドル．パワーの重要性を向上させる主因になっている。そして、インド太平洋地域に位置するミドル．パワーの一員として、近年の中国で注目されている国家が豪州である。本稿では、冷戦後の中国が豪州との関係において、どのような外交戦略を展開してきたのかについての考察を行う。台頭する中国にとって、インド太平洋地域のミドル．パワー諸国の重要性が高まってきた。その中でも、特に代表的なミドル．パワーである豪州の存在感が増しつつある。中国は、米豪同盟に楔を打ち込み、豪州を自らの勢力圏に取り込もうとしているとさえ言える。なお、中豪関係については、日本もその関係を規定する要因になっており、この点は過小評価されるべきではない。

對於崛起的中國而言，加強和深化與「中等強國」之間的關係，逐漸成為外交的主要目標之一。在中美兩國而言，在兩強戰略競逐之下，「中等強國」的重要性提升。其中，澳洲作為印度太平洋地區的「中等強國」，近年來在中國受到關注。本文旨在探討中國在後冷戰時期如何對澳洲展開外交策略。對於新興崛起的中國來說，印度太平洋地區「中等強國」的重要性逐漸提高。其中，特別是作為「中等強國」代表的澳洲，近年來突顯出了存在感。甚至可以說，中國欲分化美澳同盟關係，而將澳洲納入自身的勢力範圍。然而，日本也是在中澳關係型塑下的關鍵角色。因此，在分析雙邊關係時，不應低估日本對中澳關係的影響因素。

Strengthening and keeping diplomatic relations with middle powers are becoming one of the main focus for rising China. The intensifying U.S.-China rivalry makes middle powers` strategic values much higher for the two great powers. Of these, a middle power in the Indo-Pacific region, Australia, attracts careful attention from some scholars and policy-makers in contemporary China. In this article, I examine China`s strategy towards Australia in the post-Cold War era. Today, Australia is a significant country for China due to two factors: Beijing`s periphery diplomacy and Canberra`s alliance relationships with Washington. China is not only trying to drive a wedge between the U. S. and Australia, but also, it aims to incorporate Australia into its sphere of influence in order to prevent the emergence of an anti-China coalition, which could be led by Washington. It can been seen that China is taking proactive actions to split the U.S.-Australia alliance. In addition, Japan is also a key player that can shape the trajectory of China-Australia relations. Thus, Tokyo`s impact on China-Australia relations should not be underrated when we analyze the bilateral ties. This point will be a future subject for investigation.
