英国の国際秩序観とそのアジア太平洋戦略―新型空母の展開に注目して―

Abstract

本稿は、2012年に着手された英国のアジア太平洋戦略を、英国の国際秩序観（大戦略）の文脈に位置づけることで、その形成．展開．展望について検討する。その際、まず英国のアジア太平洋戦略を、現行国際秩序の維持を目的とした「地政学的文脈での団体戦」とみなす。その上で、戦略の手段である「防衛外交」の中心的軍事アセットに位置づけられる新型空母の役割に注目する。検討の結果、英国のアジア太平洋戦略は、その国際秩序観に基づいた長期的・計画的なものであり、とくにランドパワーの現状変更の試みに対抗するシーパワー諸国の連携を促すうえで、2021年に計画されている新型空母の展開が「防衛外交」上の重要な役割を期待されていることを明らかにする。そして、これらの結果を踏まえ、2020年以降、アジア太平洋における国際秩序戦が先鋭化する中で、英国が今後もアジア太平洋戦略を継続する蓋然性は高いと結論する。

本文是將英國在2012年著手建構的亞太戰略，置於英國的國際秩序觀（大戰略）的脈絡中，從而探討亞太戰略的形成、推動、展望。在探討之際，首先必須將英國的亞太戰略，視為以維持現行國際秩序為目的而執行的「地緣政治學脈絡中的團體戰」。而在此前提下本文著眼的是，作為戰略手段「防衛外交」的核心軍事資產，英國新型航空母艦角色的功能。探討的結果顯示，英國的亞太戰略，是根據其國際秩序觀而建構的長期且有計畫性的謀略，特別是在促成各個海權國家合作，以抗衡有意改變現狀的陸權國。在此基礎上，英國規劃於2021年發展新型航空母艦，以成為該國「防衛外交」上重要角色的期待，至此明確成形。而基於這樣的結果，本文的結論是，自2020年後，亞太地區的國際秩序戰越趨激烈的情況下，日後英國延續亞太戰略的可能性相當高。

The purpose of this study is to examine the evolving process of the UK`s Asia-Pacific strategy which was launched in 2012 in the context of the British international order. As a premise, the study regards the Asia-Pacific strategy of the UK as a `group war in the geopolitical context` that aimed to maintain the current rules-based international order and focused on the role of the new aircraft carriers as the central assets of the defence diplomacy. This study not only shows that the UK`s Asia-Pacific strategy is a long-term plan based on its perception of the international order but also reveals that the deployment of a new aircraft carrier, which is planned for 2021, is expected to play an important role in its defence diplomacy to maintain the current international order. Based on these results, it is highly probable that the UK will continue its current Asia-Pacific strategy, as the struggle for an international order in the Asia-Pacific intensifies after 2020.
