摘要:   氣候變遷的加劇使得長年埋藏在北極冰層下的地緣政治與經濟利益逐漸釋放,更使得北極成為國際關係研究的新熱點。俄羅斯為北極地區占地面積最廣的國家,俄屬北極地區對俄羅斯的重要性除體現於能源、航道等物質因素外,更在軍事戰略和國家認同上具有無可取代的重要性。自總統普丁於2000年上任後陸續公布四份北極戰略文件,包含2008年《俄羅斯聯邦2020年及以前北極國家政策基礎》、2013年《俄羅斯聯邦2020年前北極地區發展和國家安全保障戰略》、2014年《俄羅斯聯邦2020年前北極地區社會經濟發展國家綱要》,及2020年《俄羅斯聯邦2035年前北極國家政策基礎》等,作為俄羅斯北極戰略的重要骨幹。\n  本文試圖透過層次分析法,探討俄羅斯北極戰略在國內與國際層次的本質、沿革、目標與實踐,並理解俄羅斯與相關北極國家行為者之互動。就國內層次而言,俄羅斯希望能將北極轉化為國家經濟發展的支柱,同時希望藉由對俄屬北極的開發鞏固人民對政府的支持;就國際層次而言,俄羅斯則以透過國際合作的推動作為北極品牌形象,彰顯北極大國地位。若回歸宏觀的地緣政治視角,後冷戰時期的北極地緣政治正由現實主義色彩濃厚的古典地緣政治樣態,朝向批判性地緣政治的國際合作模式前進。在北極地緣政治與安全相對穩定的情況下,俄羅斯的傳統安全政策亦是以防衛性質為導向,並未激起相關國家的軍備競賽。然而,隨著北極因氣候變遷再度成為全球矚目的焦點,若域外政治軍事同盟過度涉入北極事務或將影響俄羅斯現行的北極安全政策,進而改變當前北極地緣政治的整體態勢。
