摘要: 民粹主義在進入21世紀之後快速的崛起,不管是在歐洲、美洲或甚至是亞洲,我們都可以看到民粹主義政黨或是領導人在政壇的影響力是與日俱增的。2017年,劍橋字典(Cambridge Dictionary)甚至把民粹主義(populism)選為2017年的代表字,足以顯示民粹主義在當代已經成為一個不容忽視的現象。從網路搜尋的數據看來,由Google Trend 所提供的數據,對於民粹主義的搜尋熱度從2016年開始快速的增加。而雖然這個搜尋熱度在2017年之後略有下降,不過就整體平均而言仍然是高於2016年之前的。民粹主義對於國家對外政策究竟能否產生影響?抑或是這兩者之間不存在相關性,是本文所要探討的主題。在研究方法的部分,本文採用質性研究法的內容分析法以及論述分析,而在個案選擇方面,本文則以美國的川普政府作為研究對象。至於在研究架構的部分,本文首先會回顧民粹主義的內涵以及定義,接著會檢視川普做為一個民粹主義者,他在競選美國總統期間或甚至是當選美國總統之後,他的政策主張是具有民粹主義色彩的。最後本文會檢視川普自2017年入主白宮之後的移民與經貿政策,深入分析他具有民粹主義色彩的政策主張是否能化為實際政策,如果可以的話,對於美國實際的影響為何?如果不行的話,那麼其中的變數又是甚麼?
