摘要: 自二十世紀末開始,全世界開始重視科學的普及化,社會大眾都應具有一定\n的科學素養,大眾媒體也被視為是重要且普遍的科普推廣管道。隨著各界對於培養科學素養的重視,以及影視的出現與普及,越來越多傳播機構投入科學影視的製作,日漸開拓以影視節目作為科學傳播、科普傳播之發展,臺灣也不例外。國科會(現今科技部)從 2007 年開始陸續推動科普傳播相關計畫,以補助科普產品之製播,同時期望藉此促使科學界與傳播界共同協力合作,將艱澀的科學知識透過傳播媒體轉譯呈現。\n科學、科技的快速發展,已讓科學存在於我們的日常生活中,也增加了我們\n的環境風險。現今與科學、科技相關之社會議題中,許多都具有高度複雜性與不確定性,凸顯我們應該要用更多元的視角,去看待環境風險爭議中科學知識的貢獻與局限,進而找到更好的解決方法。\n《打開社會事件 S 檔案》這系列科普節目,以 STS 觀點去看待發生在當代臺灣的重要社會事件,討論其中的「科學」在這些爭議中的角色與限制,讓大眾能有更多的思考。由於此系列科普節目各集主題都屬於高度複雜性之社會重大爭議,在製播過程中,學術團隊除了對於影視製作方面不熟悉,製播團隊在影片內容上也必須謹慎地確認影片的正確性與完整性,故本研究以「石化管制追追追」與「從地底引爆—高雄氣爆」兩集作為後續的分析,探究學術團隊與製播團隊在製播此兩集之過程,因為哪些爭點而使製播過程有些困難,同時也梳理科技部科普傳播政策的發展脈絡,在製播過程是否有些政策上的限制。\n本研究發現,在影片內容觀點上有四點認知上的不同,包括對於科學與政治關係、科學真相與客觀性、科學產製確定性知識之歧異、以及親眼見證與學術論證之差異。而雙方在實務上製播過程也有三點爭點,包括滿足影視傳播之基本敘事元素、兼顧影視娛樂性與易理解度、對於影視製作流程之時間掌握度與分工的問題。最後是製播過程中,本研究認為科普產學合作計畫目前有幾點困境與限制,第一是放映與推廣受限於智財權歸屬,也缺乏全面的行銷推廣的策略,現有推播平台有所缺漏。第二是現行的科普傳播缺乏穩定且前瞻性制度支援,在影視製作補助預算上逐漸遞減,將科學傳播視為科技宣傳。第三是執行過程必須歷經學校繁複的作業流程。雖然在製播過程中面臨這些挑戰,但因為彼此對於不同領域之尊重與長期溝通順利完成節目,也讓學研界與科普影視傳播相互學習與結盟。\n現今許多已發展國家的科學傳播產業與科普影視皆已成熟,本研究希望政府機關不應忽視其科學傳播產業所帶來的無形價值,應對整個政策發展、絡、甚至是產業特性更加瞭解,致力於讓科學傳播產業蓬勃發展。此外,多年來所製播之科學影片也應妥善運用與推廣,有更多前瞻性的思考,才不枉費過去所投注地許多人力與時間。
Since the end of the 20th century, the world began to attach importance to the popularization of science. The public should have scientific literacy, the research case has demonstrated that people draw on scientific knowledge through mass media. More and more communication institutions have invested in the production of science films and television programs, which gradually explore the development of science communication and popular science communication with films and programs. Since 2007, Ministry of Science and Technology has promoted plan related science popularization to make science film and program. Until now, this plan has assisted many science programs to produce and promote. At the same time, they hope that this will encourage the scientific community and the communication to work together, which translates difficult scientific knowledge through the communication media.\nThe rapid development of science and technology has allowed science to exist in our daily lives and has also increased our environmental risks. Many of the current social issues related to science and technology are highly complex and uncertain, highlighting that we should use a more diversified perspective to look at the contribution and limitations of scientific knowledge in environmental risk disputes.\n《Open The S Files》looks at the important social events that occurred in contemporary Taiwan from the STS perspective, discussing the role and limitations of "science" in these disputes, so that the public can think more. However, the theme of each episode of popular science programs are highly complex and major social controversies. During the production process, the STS academic team is not familiar with film and television program production, the production team must also carefully confirm the correctness and integrity of the film in terms of science film content. Therefore, the research uses two episodes of 「Petrochemical Regulatory Control」and「Underground Explosion – Kaohsiung Gas Explosion」as a follow-up analysis. Explore the issues that cause difficulties in the production process between the STS academic team and the production team. Simultaneously, it also sorts out the development context of the science popularization policy of the Ministry of Science and Technology, and whether there are any policy restrictions in the production process.\nThe results indicate that, there are four cognitive differences in the viewpoints of the film content, including differences in the relationship between science and politics, scientific truth and objectivity, certainty knowledge of scientific production, and differences in personal witness and academic argumentation. There are also three difficulties in the practice of the production process, including satisfying the basic narrative elements of film and television communication, taking into account the film entertainment and ease of understanding, and the problem of time control and division of labor for the film and television production process. Finally, there are three difficulties and limitations of the science popularization industry-university cooperation plan. First, the screening and promotion are limited by the ownership of intellectual property rights, and there is also a lack of comprehensive marketing and promotion strategies. The existing promotion platform has some deficiencies. Second, the current policy of popular science communication lacks stable and forward-looking system support. It regards science communication as science and technology propaganda. Third, the implementation process must go through the school`s complicated operating procedures. Although facing these challenges in the production process, still successful completion of the program due to mutual respect for different fields and long term communication. It also allowed academia and industry to learn and align with each other.\nAt the moment, the science communication industry and popular science film and television program have matured in many developed countries. The research hopes that government agencies should not ignore the intangible value that brought by science communication industry. We should have a better understanding of the entire policy context, even the characteristics of the industry, and strive to make the science communication industry flourish. In addition, the scientific films produced over the years should also be properly used and promoted with more forward-looking thinking, so as not to waste a lot of manpower and time invested in the past.
