摘要: 中國大陸近年在非洲區域的商業行為備受關注,本文以「貿易」為主要研究變項,探討中國身為非洲貿易大宗國之事實,與非洲「環境表現」間是否有關聯。透過「混和研究法」與本文所發展的「中國對非洲國家貿易與環境關聯之假說」,觀察2000-2016年非洲國家環境表現變化。本文發現「森林面積」指標符合「新殖民流派」與「汙染庇護所假說」間所成立的假設;針對坦尚尼亞與尚比亞兩國的個案研究,本文認為坦國的森林產業以及尚國的礦產產業,較符合「汙染庇護所假說」所造成的環境影響,然上述是否符合「新殖民流派」抑或是「平衡發展流派」的部分,本文認為必須考量兩國政府在面對中國貿易相關協議與談判時的態度。透過量化與質性混合研究「中非貿易與非洲環境表現之間是否相關?」此問題,本文認為環境影響是無法被意識形態所包裝的,非洲區域國家必須重新檢視中國在貿易政策上對非洲內部環境的影響,認知到無論是任何貿易合作夥伴,其最終目的還是以自己國家利益為背後合作目的,面紗下的中國與西方國家皆同。
