摘要: 本研究聚焦於研究台灣地方選舉中女性參政的弱勢情形,統整過去研究中,影響女性參政弱勢的三種因素:現代化因素、制度因素與文化因素,對當前台灣地方女性參政進行分析。本研究認為,制度提供的效果對於低度現代化發展的地區提供矯正效果,當一地存在弱勢的社經結構,若能有性別保障名額提供的矯正效果,則對女性的參政有更為正向的效果,性別保障制度並非一種逆向歧視制度,反而是地方女性參政弱勢的重要解方。\n依據實證結果,第一、「選區農牧業人口比例」與「有無性別保障名額」是對女性參政程度產生顯著影響的兩個因素;第二、性別保障名額制度確實對低度現代化的區域提供女性參政上的矯正效果,當選區農牧業人口比例愈低,其女性參政程度會更高,且有無性別保障名額的選區,其女性參政程度之間的差異會受到現代化程度影響。\n當前台灣各地的選區中,小規模而沒有性別保障名額的選區約佔三成,這類型的小規模選區與低度現代化發展的地區重疊,因為低度的人口聚集程度與弱勢的社經發展,使得其在選區劃分時依舊是小選區,又選區規模小的狀況下,更導致性別保障名額所提供的矯正效果無法在這類型的選區中發揮,女性參政程度依舊低落。欲改善此種情形,提升性別保障名額比例從四分之一至三分之一是可能選項,又或者在劃分選區時,改善其選區劃分的標準,使低社經發展地區是有性別保障名額的選區。
