摘要: 本研究以訪談來蒐集相關資料,就受訪者對薪資雙軌制度感知及公平感受進行探討,發現機關成員對薪資雙軌制度的接受程度高,且機關成員對不公平之感知程度低,其原因在於公務人員認為機關的變革是政府推動已久的策略並非一蹴可幾,是經由政府縝密規劃的政策;對於原本在機關的非公務人員心理上已有相當準備且對於其原本的薪資與福利也不會差太多;而經由國家考試進入的公務人員其薪資待遇原本就已經法有明定,若對於機關有所不滿意也可經由調任至其他機關服務,對其影響也不大。\n另外薪資雙軌制對於工作態度上進行之探討,在工作滿意上受訪談者對自己整體與內外之滿意度都呈現高度的滿意;在工作投入度並非因薪資不同而減少投入的情況;在組織承諾方面受訪談者對機關的情感承諾、規範承諾、持續承諾都很高,即便是已經調任者對機關仍然有情感承諾,而其離職主因為回居住地工作,而催化的原因是單位長官領導因素成壓垮駱駝的最後一根稻草。
