摘要: 臺灣因地理條件的關係,時常發生天然災害,災害管理已成為現今政府的一大治理課題。近年來,內政部消防署推動的「災害防救深耕計畫第三期(2018年至2022年)」以前兩期計畫為基礎,進一步推廣「防災士」政策並結合「韌性社區」共同推動,而這即是一種政策創新。本研究透過政策擴散的角度,探討我國防災士政策採納的過程、目前推動所面臨的課題以及後續推動的機制與配套措施。首先,透過深度訪談法與文獻分析法進行資料收集,藉由訪談當初推動政策的參與者,試圖瞭解政策採納的過程與因素,並根據訪談資料的整理,對我國防災士政策在實務推動上提出改善的建議。研究結果顯示,本研究所建構的五大因素框架中,政策採納的因素分別在「學習因素」、「政治規範因素」、「公民壓力因素」具有解釋力;其次,在整理訪談資料過程外發現其他背景因素影響政策採納,分別為「過去政策的延續性」、「推行者的同質性」與「我國與日本背景條件的相似性」。
