靖国神社参拝問題にみる日本のパブリック．ディプロマシー：小泉、安倍政権をもとに

Abstract

戦後、日本は領土や歴史認識問題をめぐる紛争に巻き込まれ、厳しい挑戦に直面している。その中でも、日本の首相が靖国神社へ参拝することについては、海外から何度も問題視されている。この件は日本を取り巻く国際環境の不安定性を増大させる一方、半世紀近くに渡って「平和の国」と位置付けられた日本のイメージにも悪影響を及ぼした。その為、参拝問題は日本のパブリック．ディプロマシー（以下、PD）において重大な課題の一つであると言えるだろう。本論は小泉、安倍政権をもとに、「参拝」に影響する要素の解明に着目し、日本のPDの変容に合わせ、紛争に対する日本政府が如何にPDを利用して対応するか、その効果がどうなるかを考察すると同時に、参拝問題と日本のPDとの双方向の関連に焦点を当て、「外交の過誤」と見られる参拝問題の日本のPDにおける位置付けと意義を探求する―参拝問題は日本のPDの対外発信力を強化する重要な契機そして有効手段となっている。

日本自二戰結束以來，皆不乏圍繞領土紛爭及歷史認識問題所帶來的嚴峻挑戰。其中，參拜靖國神社問題曾屢次讓日本遭受國際輿論關注。該事態不僅加劇日本周邊國際環境之不穩定，且損害日本耗費近半個世紀得以樹立起來的「和平國家」之良好形象。因此，參拜靖國神社問題儼然已經成為日本公共外交之一大重要課題。本文旨在透過小泉、安倍政權，從分析影響參拜之因素切入，結合日本公共外交演變過程，觀察日本政府利用公共外交途徑應對參拜問題之策略及效果，聚焦於參拜問題與公共外交之間雙向聯動性，進而探究看似為「外交失足」的參拜問題於日本公共外交之具體定位和意義－參拜問題已逐漸成為日本公共外交加強對外發信力的一個重要契機和有效手段。

Since the end of World War II, Japan has faced severe challenges arising from territorial disputes and historical cognition. Among them, the issue of visiting Yasukuni Shrine has repeatedly pushed Japan to the forefront of international public opinion. This situation not only aggravates the instability of Japan`s surrounding international environment, but also damages Japan`s good image as a ＂peaceful country＂ that has taken nearly half a century to establish. It can be said that the Yasukuni Shrine issue has become one of the major issues in Japanese public diplomacy. The purpose of this article is to start with understanding the factors that influence visiting Yasukuni Shrine through the Koizumi and Abe adminstrations, and combine that with the evolution of Japan`s public diplomacy, while observing the strategies and effects of Japanese government`s response to the Yasukuni Shrine issue, and focusing on the two-way linkage between them, and then exploring the specific position and significance to Japanese public diplomacy of the Yasukuni Shrine issue. This issue seems to be a ＂diplomatic misstep,＂ in which it -- has gradually become one of the most important opportunities and effective means for Japanese public diplomacy to strengthen its external communication.
