日期: | 2022 | 上傳時間: | 1-Mar-2022 | 摘要: | 威權政體利用民主國家多元開放特質，以各種途徑滲透影響新聞自由。例如中國過去透過代理人操控台灣媒介，現在則已直接掌控媒介、記者、網紅等的產銷生態體系。發動者透過媒介、內容農場、粉專、酸民、機器人擴展影響力，傷害新聞自由，民主也遭惡意分化。台灣此刻站在威權與民主交鋒的最前線，應公開假訊息攻擊脈絡，撰寫台灣版塔林手冊，當媒介成為威權的工具時應有條件限縮，以保障真正的新聞自由。 Authoritarian polity takes advantage of open diversities of democratic countries to influence press freedom. For example, China tried to control Taiwan’s media through proxies in the past, now they directly manipulate production and marketing ecosystems of media, journalists, and internet celebrities. Initiators expand their influences through content farms, social media, internet trolls, web bots, thus harm press freedom and tear apart democracy. Taiwan now stands on the front line of conflicts between authoritarian and democracy. Taiwan should figure out and make public the roadmaps of fake news attacks, and write its own Tallinn manual. On condition that media become authoritarian’s tool, there must be restrictions to protect real press freedom. |
