摘要: 因應現今國際情勢及社會所需之國防人力發展,國防部與相關單位試圖以不同於以往的培訓方式進行我國國軍人才培育,修訂進修相關政策,同時建立多元管道執行,期望能利用這些資源,提升國軍競爭力,進而增進整體國軍人力素質。本文以國防部、國防大學及國立政治大學共同辦理之領導決策專班為例,從人力資本的角度切入,透過參觀觀察、深度訪談及次級文獻分析,探討國軍以碩士專班形式進行深造教育結合公餘進修之教育政策是否能夠有效累積我國國軍人力資本,期以不同於以往皆是軍事相關人員研究的視角探討國軍教育政策。
The development of national defense manpower is in response to the development of the international situation and society needs. The Ministry of National Defense and related organizational units are trying to cultivate talents for the military with different training methods, revise relevant policies for further education, and establish multiple channels for implementation. It is hoped that these resources can be used to enhance the competitiveness of the military, thereby enhancing the overall human quality of the organization. This study takes a case of the class which is jointly managed by the Ministry of National Defense, the National Defense University and the National Cheng-Chi University as an example. From the perspective of the human capital, through participant observation, in-depth interviews and sub-document analysis, explore whether the education policy of the military postgraduate education combined with On-the-Job Training program can effectively accumulate the human capital of our military organization. Anticipate this study can offer different view for the topic which used to be made by military related personnel.
