Abstract: 「不要在我家後院」(Not in My Backyard, NIMBY),核廢料處置場的設置可能會對人體造成危害,因而產生了鄰避效應。也因此各個國家在核廢料處理的計畫中,核廢料之選址成了極大的挑戰。本文將以「協同治理」分析南韓及台灣的低階核廢料之處理。南韓已成功在慶州市設置低階核廢料處置場,然而台灣卻還在面臨「低階核廢料最終處置場之選址」的難題。因此本文將使用協力治理理論模型對兩個案件進行比較分析,說明南韓在解決涉及公共利益的核廢料處置場選址之問題時,具備了哪些條件因素,同時台灣也能因此作為借鏡,並希望透過本文喚起大眾對於這個被視為僵局的核廢料議題之省思。
The nuclear waste repository is one of the locally unwanted facilities as it poses a hazard to local residents. Thus, selecting a site for the nuclear waste repository has been an inevitable challenge for countries operating nuclear power plants. This thesis analyzes the South Korea and Taiwan’s low-level site selection process from the perspective of collaborative governance theory. South Korea had succeeded in constructing a low-level nuclear waste repository in Gyeongju City, and Taiwan is facing a difficulty finding the potential site to install the final repository for low-level nuclear waste. Comparative analysis of two cases using the collaborative governance model shed light on the factor that resolved the public conflict regarding the repository site selection project in South Korea. Moreover, it identifies the factors that are needed to facilitate repository site selection projects in Taiwan and aims to provide insight to resolve the deadlock issue. which is regarded as a deadlock issue.
