dc.description.abstract	第一章為緒論，就本文撰寫的動機與目的、研究方法與限制、文獻述評、章節安排，並對上海合作組織成立之背景與發展做一個概述。\r\n第二章中亞地區的變遷。本章將從中亞地緣戰略地位及該地區成員國之簡史，本章接著點出過去中國及俄羅斯競奪，之後再逐一指出冷戰後中亞五國的轉型情形。\r\n第三章上海合作組織的誕生。首先分析上海五國機制形成緣由，本章接著點出上海五國到上海合作組織的沿革，之後再就上海合作組織逐一指出相關組織機構及其架構。\r\n第四章在上海合作組織架構下俄中的競合。主要分析中亞國家其基本國家利益，其在上海合作組織架構下，所採取包括能源政策對區域經濟發展之戰略互動，之後再就中亞五國與中國、俄羅斯及中國、俄羅斯在上海合作組織架構相互競逐。\r\n第五章911事件對上海合作組織之衝擊。主要分析大國與中亞五國之外交互動，及911事件後美國勢力趁機進入，對區域集體安全與反恐發展之戰略互動，及美中俄三國在中亞相互競爭的情形。\r\n第六章上海合作組織之展望。主要分析探討上海合作組織成立十年展望與前景，包括該組織從地區安全機制轉變成全球戰略乙環，另點出中國及俄羅斯聯合軍演與該組織角色的變動的戰略作為。\r\n第七章結論。綜合全文探討對台灣的戰略意涵。	zh_TW
