This article first explores the critical role of knowledge management in government reengineering. By literature review, this study reminds scholars and practitioners in the public sector the trend of inter-governmental policy learning within countries as well as across countries. Based on previous research and by investigating No-Touch-Ground Garbage Collection Policy,” which was first implemented in Taipei City in 1995 and subsequently was emulated by many other local governments around Taiwan, this article attempts to explore the process of policy learning and the factors contributing to or hindering effective policy learning among local governments. By so doing, this study aims at proposing guidelines for constructing policy knowledge management mechanisms that would facilitate governments to draw lessons effectively and to avoid policy failure. The findings of this research suggest that knowledge flows are the key factor to successful policy transfer. Useful policy knowledge is embedded in document, people or network. How to foster the smooth and timely exchange of policy knowledge is critical for policy learning. Based on the findings, this article further proposes strategies to facilitate inter-governmental policy transfer across countries as well as within a country.
