90年代初，中亞地區情勢的改變，對鄰近的中國而言難免會對安全環境產\n生影響。新興的五個中亞國家－哈薩克斯坦共和國、吉爾吉斯共和國、塔\n吉克斯坦共和國、烏茲別克斯坦共和國及土庫曼斯坦將在中國安全環境上\n扮演何種角色，亦受關注。\n\n本文研究目的主探討中國與中亞國家於安全合作上的展望。文中以現實主\n義性質的地緣政治為研究途徑，分項說明彼此安全合作實踐情形、檢視實\n踐成果，了解其間中國的優勢與限制。\n\n促成彼此安全合作的原因是謀求國家安全，這其中包含新疆民族問題，而\n對中國而言，由於中國與中亞地區相鄰，因此還需防範各強權在中亞地區\n的勢力佈署，其中，中國特別關注美國的影響力。\n\n基於安全考量，中國與中亞國家展開軍事、政治、經濟等近乎全面的合作\n交流，其中，中共又將上海合作組織視為彼此安全合作的代表。軍事上，\n建立信心建立措施，希望取得互信基礎；政治上，各部門領導人互訪頻繁\n，期營造互動良好的氣氛；經濟上，中共更力促展開包括能源開採、投資\n在內的各項經貿合作，期藉由經貿交流，穩固與中亞國家的各項安全合作\n關係。至於中共大力推動、且企圖朝經貿合作為主軸的上海合作組織，則\n被中共視為是彼此合作的代表。\n\n然而，中國與中亞國家雖有交流之實，但實際成果經檢視後卻未盡如人意\n，無論於軍事、政治、經濟，甚至是中共引以為傲的上海合作組織均存有\n限制，箇中原因則與各國勢力介入、中國實力尚不足、彼此發展存有差異\n相關。\n\n總體而言，中國與中亞國家的安全合作關係，有兩項較值得注意的現象：\n一、雖安全合作頻仍，但實質效果卻有限；二、在有限的實質效果中，企\n圖轉以經貿合作為主軸的上海合作組織，經優劣勢分析後，或許是彼此未\n來合作較可期待的機會點。亦即至目前為止，中國對中亞國家的吸引力仍\n有限，未來彼此安全合作展望如何，則有賴中國能否成為中亞國家對外關\n係中不可或缺的國家。
