摘要: Very little scholarly attention has been given to China`s espionage activities in Taiwan. Despite lack of attention, China`s HUMINT (Human Intelligence) efforts against Taiwan present a serious security threat to the island. This paper examines the espionage strategies which the PRC uses against Taiwan and argues that it presents a serious security threat to Taiwan`s military, government and society. The scope of this study will be limited to how the PRC uses human means, as opposed to technical means, to collect information on the ROC. Espionage cases from the period of Taiwan`s democratization, end of Martial Law Era to the present, are examined and analyzed to identify trends and operating patterns. Western literature on PRC espionage activity is also utilized to help further inform this study. Additionally, expert insight from Taiwanese scholars is used to provide greater depth and clarity on the subject. This study concludes that the explosion in cross-strait human interaction has provided PRC intelligence agencies with a huge increase in intelligence collection opportunities against Taiwan. At the same time, the PRC`s abandonment of communist ideology has led some ROC government and military cadres, as well as many Taiwanese businessmen to view the PRC in much more amicable terms. In some cases, this attitude has unfortunately led Taiwanese civilians and government officials to willingly provide classified information to China. The results of this study show that Taiwan is situated firmly in the cross-hairs of PRC intelligence organizations. It argues that the PRC has exploited Taiwan to such a degree that it represents a serious security challenge to Taiwan`s government and society. Moreover, this threat is unique from other traditional security issues because it actively threatens Taiwan`s government, military, economic well being and society. Taiwan`s opening to China is a necessary inevitability that cannot be reversed, this study concludes that Taiwan must take steps to protect its security and safeguard its secrets as it continues to develop its relationship with China.
