資訊社會之傳播政策分析

Abstract

近年來，傳播、電信、資訊産業匯流的趨勢、及政治、社會和經濟環境的大幅改變、對於各國媒體管理造成強大衝擊，因此各國政府紛紛檢討、調整原有傳播產業環境的管制架構，藉此爲本國企業創造國際競爭優勢，以因應傳播科技匯流與市場全球化的新挑戰。 國內雖不乏相關研究，惟先前之研究課題似較著重單一媒體的傳播管理政策，並未整合現有研究成果再予分析檢討，且對於我國未來傳播政策走向及定位、政府應扮演之角色、傳播相關法規之修訂等議題，未曾有一全盤性探討。政府當務之急，應擬訂周延而整合的傳播政策，以營造國內媒體產業生存與社會健全發展的政策方向。本此時即應全盤檢討、調整既有傳播政策及管制架構，以便提供傳播電信資訊産業健全發展所需的基礎條件，並保護消費者權益及建構資訊社會發展的有利條件。 本研究旨在蒐集分析各國相關傳播政策文件，並檢視我國產業及社會情境現況資料，藉以發展出一套本土的政策架構，作為未來政府之施政討論之基礎。 The purpose of present study is to propose a direction of communication policy for the coming information society. The researchers will review the literature regarding the communication policies in the industrialized countries. Particularly we focused on the technological trends and social contexts of the policies. An outline of discussion will be developed during this period. Secondly, we will collect and examine the data based upon the themes of the study. Finally, we will propose a direction of government policy based upon the analysis. We will recommend a few government policy guidelines for future policy debates.
