台北市文化發展法制環境研究

Abstract

文化發展，並非一種純粹的精神活動，其與人民之日常生存、生活條件有密切關聯，影響其在快速變遷之政治、社會、經濟環境下，能有基本適應能力。因此，如何推動文化藝術活動之健全而永續的發展，向為各國所重視之課題。由於文化發展之推動，除中央外，地方政府與人民扮演重要角色，因此，本報告目的在於藉由探討中央與台北市文化發展環境與法制現況，以認識我國當前整體與台北市本身之文化發展之主、客觀條件，並在此一基礎上，建構台北市之文化發展法制，為台北市文化發展提供健全之制度環境。報告主要內容包括比較外國文化環境現況與發展經驗，我國中央與台北市之文化環境現況、特色與困境，並提出改善台北市文化發展環境之對策。最後，為落實上述本報告所建議各種台北市文化發展對策，並擬訂「台北市文化發展自治條例(草案)」與各種配套措施，作為啟動台北市文化發展之制度機制。This study is in order to recommend a legal framework for Taipei City？HH？HHs cultural development against the backdrop of the current legal and cultural contexts of the nation in general and Taipei city specifically. The major content of this study embraces a comparison of international experiences, analyses of the national and Taipei City？HH？HHs cultural status quo, and propose a number of policy strategies. The researching team also drafts a Bill named ？HH？H？？The Cultural Development Ordinance for Taipei City？HH？HH and proposes the relevant matching measures in this study as the mechanisms triggering Taipei City？HH？HHs cultural progressive development.
