It has been a new epoch for the siting gridlock in Taiwan since the introduction of the plebiscite in the administration procedure by the newly enacted “Regulations for the Siting of the Low-Level Radiation Waste Repository” (hereafter the “Siting Act”) in 2006. Although public participation has widely been recognized as a core principle to manage Not-in-my-back-yard syndrome, tools like plebiscite are also notorious for their populist effects associated with political manipulation. This study therefore aims at controlling negative effects of the plebiscite and streamlining the procedure by analyzing the conflicts of germane regulations, investigating local political ecology, and comparing similar experiences abroad. The study will offer practice suggestions on institutional fine-tuning and strategic choices for policy implementation
