政府委託研究計畫與查核標準之建立

Abstract

政府各部門為有效執行政策，常依業務需要將專案研究計畫委託專業機構、學校或個人針對特定問題進行研究。由於計畫經費來源係由財政預算或各類型基金支應，因此深入瞭解各項計畫經費是否有效利用，是十分有意義的課題。本計畫目的即在評估政府各部門委託研究計畫之成本效益。換言之，本計畫希望提供訊息讓大家瞭解政府委託的研究計畫之經費，是否用在刀口上。本計畫希望廣泛深入瞭解近年來政府各部門之委託研究計畫施行情形，並檢討施行效益。本計畫預期達到兩項目標，第一，檢討政府各單位研究計畫委託及查核程序是否合理，是否合乎「政府採購法」規定，及嚴謹程度。其次，我們將列表評比，評比項目將依委託評選制度情況而定。 In order to implement policies effectively, government agencies usually entrust research projects, which are raised according to the needs of their own, to different professional institutions, universities, or individuals for comprehensive analysis. Since the projects are supported by the government budgets or funds of various types, it is meaningful to examine whether the expenditures of the projects are utilized effectively. The main purpose of this study is to evaluate the costs and benefits of different government research projects. This study will try to understand the implementation situation of the research projects in different central government agencies.Two goals set in this study will be fulfilled. First, we will evaluate if the procedures of entrusting and auditing are rational, and if the procedures above follow the rules set in Government Procurement Law Act. Secondly, we will develop an evaluation table in which the items are selected according to the situation of entrusting agencies under study.
