摘要: 「新區域主義」( new regionalism) 的興起,開啟了吾人瞭解跨界資本、勞動力、技術和訊息等流動的新視野。而此一「新區域」往往又由融入世界生產網絡的超大都會所組成。「世界/全球城市-區域」(global city-regions)一方面可說是全球化的產物;另一方面,全球化的實際運行過程似乎又必須依賴「世界/全球城市-區域」來承載。放眼現今「世界/全球城市-區域」似均面臨著多方面的挑戰,諸如在經濟方面,如何鼓勵新廠之設立、如何改善在地廠商之經營環境並營造更具吸引外資的商業氛圍;在政治與社會面向方面,如何兼顧社會公平與政治合法性,均需各該「城市-區域」透由集體努力以維續其於全球舞台中之比較經濟利益和競爭力。本研究擬以三年的時間,分別就大中華經濟圈中的長三角區域,尤其是「大上海都市圈」、環渤海區域(包括京-津走廊、瀋大和濟南-青島軸線)、珠三角區域(偏重於深港及廣州-東莞軸帶)和北台區域(北台七縣市),在全球化態勢下,剖析渠等為維持或提升競爭力所採取的具體治理策略、面臨挑戰與突破路徑。研析的指標涵蓋了政府、企業、勞動者、非政府組織等構面;而涉及之治理細目課題則包括了各不同「城市-區域」於全球暨區域一體化情勢下,產業的轉型、升級,產業與空間規劃和佈局之政策與市場因素間之相互撞擊,經濟效率與社會正義間之糾結以致必要的政府職能創新等體制和機制的變革。在方法上,本研究除將大量參考中、外次級文獻與相關二手資料(政策、措施、辦法和統計)外,於目前進行大規模調查仍有政治與其他原因的限制前提下,將仰賴對各地區政府官員(規劃、地政、財政、經改等部份)、企業主、學者專家和非政府機構負責人等之深度訪談。分析方面除必要之統計方法外,將以「內容分析」為主。本研究若進行順利,預期除可充分瞭解各選擇研究地區的「城市-區域」治理模式;掌握各研究區內政府、企業、非政府組織等行動者在「城市-區域」治理過程中所扮演的角色,並透視政府、市場、民眾交互影響等力量之動力(dynamism);比較不同「城市-區域」治理模式之異同,尤其對企業轉型、升級、國際化和政府職能創新方面可匯聚出幾種不同思考之可能;評比各研究區於全球化趨勢下競爭力的高下暨大中華經濟圈內各「城市-區域」競合之動力;並可藉由實證發現與既有的西方「城市-區域」治理理論進行對話,以期沈澱出更符合大中華經濟圈發展動力的觀點。
Free flow of capital associated with globalization not only made 「global city-regions」 an ever-pertinent concept, but generate a series of new challenges ranging from how to compete for world-wide capital, attract high-caliber manpower, keep viable economic growth while maintaining sustainable environment and social equality for these regions. Along with the industrial structural transformation, appropriate institutional innovation from 「governance」point of view becomes paramount for these 「city-regions」 should they wish to keep abreast with world/regional competitiveness. This research, designed as a three-year project, intends exactly to explore thoroughly on the formation of 「city-regions」and their 「governance」within the Great China Economic Region where the most rapid economic growth with all kinds of development dynamism can be witnessed for the past decade. Specifically, in addition to the 「Northern city-region」in Taiwan, the study shall treat three major 「city-regions」in China』s most prosperous development areas—「Great Shanghai Urban Radius」 in the Yangtze River Delta, 「Beijing-Tientsin Corridor」, 「Shengyang-Dailein Axis」and 「Chingdao-Chinan Axis」surrounding Bohai Gulf & 「Shenzhen-Hong Kong—Guangzhou--Tungquan Axis」in the Pearl Harbor Delta. By adopting in-depth interviews with scholars, experts, government officials, entrepreneurs as well as NGOs』executives aside from secondary data analysis, the study expects to find out different patterns of governance in the aforementioned regions, the dynamics and interrelationships of industrial relocation, upgrading of such regions, the ways and means in striking balance between 『economic efficiency』 and 『social equality』. It is hoped that the findings built upon rigorous empirical ground may shed light on grasping 「global city-regions』governance」in this Region and provide further avenues of dialogue in regard to both theories and methods propounded by the western counterparts
