民眾及民間團體對健保醫療品質、醫界形象、差額負擔、自費醫療以及保險費付費意願之調查研究

Abstract

本研究的目的有四： 1. 一般民眾在健保醫療品質、醫界形象、差額負擔、自費醫療，以及保險費付費意願上的認知與態度。 2. 民間團體在健保醫療品質、醫界形象、差額負擔、自費醫療，以及保險費付費意願上的認知與態度。 3. 比較民眾與一般民間團體在健保醫療品質、醫界形象、差額負擔、自費醫療，以及保險費付費意願等變項上的差異。 4. 健保醫療品質、醫界形象、差額負擔、自費醫療等對於保險附付費意願影響的統計關係。 【研究方法】本研究為達到前述研究目的，在資料蒐集方面，擬採取現有文獻蒐集、參與觀察法，以及電話訪問調查。透過相關二手與一手資料的蒐集，藉以瞭解民眾與民間團體在醫療品質、醫界形象、差額負擔、自費醫療，與保險費付費意願的態度，與兩者在上述變項的比較差異。在資料分析上，擬採用內容分析與量化分析方式進行。 【預期結果】本研究預計以兩階段為之，所欲達成的研究目標有以下兩點： 1. 瞭解一般民眾與民間團體在保險費付費意願、醫療品質、醫界形象、差額負擔與自費醫療上的態度與認知。 2. 透過本研究統計模式之推估，可針對影響保險附復費意願的影響因素，提出未來具體可行的保費付費政策建議。

The purpose of this research is to understand the causal relations between citizen’s NHI satisfaction, willingness to support for reform (or rate increase), NHI deductable payment, co-payments, the image of the medical sector, and other societal factors of citizens. Method: This research will establish a revised model of consumer satisfaction to include more socially constructed factors which will be influencing the opinion or attitude toward various reform projects of the NHI. A survey with 1500 representative sample from the Taiwanese population of age 18 or more will be conducted to serve as the empirical base for this research. Expected Result: Based on the research, BNHI can know more about the causal relations between various NHI factors on citizen’s satisfaction toward the NHI. Also, the information of this research can allow BNHI to look into the possible cause of support or (not support) of the NHI possible reform
