填補「公民參與」研究脫落的環節---基層公務人員對公民參與態度的初探

Abstract

本計畫延續並結合過去個人在公民參與及行政菁英的研究，探索基層公務人員對於公民參與的態度，並從個人的、組織的及專業的等三個面向，解釋其變異。為達此目的本研究計畫訪談從台灣七千多個村裡幹事中，抽出９５６位，進行面訪。透過本研究不僅可以連結公民參與研究中脫落的環節，對於公共管理者及推動公民參與的人士也有實務的意涵。

This proposal attempts to extend and combine my previous research on citizen participation and administrative elite』s political attitudes. It explores street-level bureaucrats』attitudes towards citizen participation and explains its variations from personal, organizational and professional aspects. To serve this purpose, this research will conduct an island-wide face-to-face survey on 956 of more than seven thousand village/li』s administrative secretaries. This study would not only repair the missing link of citizen participation,it would also contribute to public managers as well as practitioners of citizen participation.
