摘要: 電子化政府 (e-government) 是過去十多年來政府服務模式轉變的世界性潮流,台灣1996年開始規劃運用網際網路推動電子化政府的工作,實際執行的行動計畫包括三個階段。台灣電子化政府是在短時間內推動最具成效的政府改造工作,但在諸多執行的計畫中,有相當成功者,但也有較少為民眾使用的服務計畫,因此,如何建立衡量電子化政府計畫的績效架構,對實務工作者和理論研究者都是有意義的課題。本研究預期研究的主體有二,第一是,根據策略管理概念提出衡量電子化政府的績效評估架構,第二是,根據這個架構,選定成功和不成功的具體電子化服務計畫,分析其績效狀況,以及關鍵成功因素。
E-government is one of the major driving forces to change the way governments doing business with citizens. Every major advanced democratic country has initiated and implemented e-government projects. Taiwan is no exception. Since mid-1990s the government has implemented many service-oriented projects. The overall results are quite good based upon the international ranking. Yet, there are still some projects are not successful even though successful story does exist. The main challenges is lacking of the strategic-focused thinking and planning. This research intends to propose a performance measurement framework of e-government that is based upon the concept of strategic management and performance management. Also using this new framework to identify the key successful factors of the e-government project serves the guideline for the future design of e-government programs.
