都會治理的社會資本結構分析---台韓的個案比較研究

Abstract

近年來地方政府的研究主題，有漸漸朝向城市與都會研究的趨勢，這種轉變使得傳統市政學強調城市或地方政府內部的管理，轉而著重地方政府之間互動的關係，及其在整個治理結構中的地位與角色功能。這樣的轉變也同時讓市政管理的研究，漸漸走向市政治理的探討，而類似的研究更涵蓋了都會治理、城市治理等相關範疇，在城市意象上更有生態、環保、健康、文化等訴求。本研究將從社會資本的角度，嘗試建構都會治理中的關鍵要素，透過深度訪談與口述歷史法，探討根植於市民內心底層的城市意象與渴望，進而建構都會治理中社會資本要素。本研究並透過個案的比較研究法，比較中韓兩國的都會治理，以我國台北市的公圳，韓國首爾的清溪川為研究範圍，希冀針對都會治理的共通面向與個別面向的社會資本進行探索性的研究與建構，並於第二階段進行問卷調查，建構都會治理中，社會資本的各構面。

The topics of research on Local government had changed from organization management to intergovernmental interaction and their roles and function in the structure of network governance. Moreover, the trend of research includes urban governance and metropolitan governance about the city image on ecology, environmental protection, public health, and urban culture. The aim of this research is to explore the key dimensions of social capital of metropolitan governance via in-depth interview and questionnaires investigation. The cases of this research are Liugong Ditch in Taipei city in Taiwan and Cheonggyecheon in Soule in Korea. By this research, as our expectation, that we can propose the common perspectives and that in difference of social capita of metropolitan governance
