各級政府規模指標研究與資料庫 (1950~2008)

Abstract

公共行政研究和實務中的最基本運作單元是「政府」和「組織」，但是，究竟政府或組織規模的圖像如何以及如何變化，這方面的最基本資料卻是研究領域中少見的，臺灣公共行政學界對於政府規模的研究更是少見。對政府規模變化實際資料的掌握，特別是長期的歷史資料，除了是邁向公共行政本土化研究很重要的基礎資料外，一旦能掌握這些歷史資料，對於臺灣政府角色發展史的學術研究可以提供許多助益。本研究的目的是填補公共行政臺灣本土化研究這方面的不足，對台灣各級政府的規模面貌，包括中央到鄉鎮市公所，區分成政府規模面向和具體指標，進行1950年以來的基礎性長期歷史官方統計資料整理，並建立資料庫供研究界和實務界使用。

Governments or public organizations are the building blocks of public service decision-making or delivery. The size of the public sector and the change of the size reflect, to a large extent, the development of the pubic sector. However, how to depict the size of governments has not been well recognized an important research topic. This research will first develop a framework for measuring the size of governments which include six dimensions that contain several key indicators. Then, the yearly data of each indicator covering the period of 1950 to 2008, break down by each level of the government in Taiwan, will be collected and compiled. That database will provide historical archives for academic researches and practitioners’ inquires.
