摘要: 本研究試圖回顧教育部2008年公布受補助五年五百億的頂尖大學的組織規程,並從中彙整出各校舉辦行政會議的相關規定,針對政大目前行政會議組織的現況進行檢視,配合針對各學院院長或系所教師的實際訪談,提出目前所遭遇到的困境並提出具體建議,希望能夠對於政治大學日後行政會議組織的精簡以及行政效率的提升有所裨益,對其設置法源研擬建議修正條文,並協助業務權責單位完成修法擇期付諸實施。研究發現本校行政會議目前存在五個問題,包括會議過多、討論議題過於廣泛、參加人數過多、審議事項權責劃分不明與議程掌握不恰當等。而針對如何提升行政效率,筆者提出可由行政會議的法源依據,會議性質、功能與頻率,以及參與人數等方面重新做通盤考量,以期提升行政會議的行政效率。\r\nThis study reviews organizational charts and meeting minutes of “top” universities in order to analyze the current situations administrative meetings’ in National Cheng-Chi University (NCCU). “Top” universities are those on the sponsored list of Ministry of Education published in 2008.To address the objectives of this study and in coordination with reality, in depth interviews have also been carried out in this research. We interviewed four Dean or Head of departments of NCCU. By doing so, we list out the present encountered difficulties then to provide some advices in order to streamline and enhance current administrative meetings organization and efficiency in NCCU.This study has found five difficulties or obstacles of efficiency in current administrative meetings in NCCU, including excessive number of meetings, excessive breadth of discussion topics, excessive number of participants, unclear division of powers and responsibilities when considering issues and lastly, the host lack of ability to control the process of meetings or agenda. As for the way of enhancing administrative efficiency, the author provides some suggestions to the administrative meetings such as reconsidering legal basis, nature, functions, frequency and number of participants of administrative meetings.
