國際NGO在中國的發展與大陸草根性公民社會的發展-子計畫三：國際婦女組織與草根性公民社會的發展

Abstract

伴隨中國三十年的經濟改革開放而來的是日益加劇的社會矛盾，這使得民間組織近年來也相應快速地蓬勃興起。其中婦女議題在諸多中國社會問題中，日漸受矚目，總數龐大的全國婦聯、各地婦女研究中心及草根婦女NGO組織蓬勃發展，在婦女問題上，各自有其關注重點與執行項目。國際NGO組織與這些NGO之間的互動，及其在當中所扮演的角色，以及對中國草根性公民社會的影響為何，非常值得探究。理論觀點上，研究將借重過去學術界提出的資源依賴理論，社會資本理論及社會網絡，作為檢視並反省國際婦女NGO在中國發展的經驗，其中國際婦女NGO與中國政府及草根婦女NGO的互動及關係。本研究計畫將以三年為期，第一年重點在調查國際婦女NGO及中國草根性婦女NGO的組織類型、分佈及發展動向；第二年則分析國際婦女NGO與大陸草根性公民社會的互動模式；第三年為聚焦於國際婦女NGO與大陸草根公民社會的個案研究、理論對話與反省，同時也希望建置兩岸三地NGO研究資訊整合平台。

China has undergone a great deal of change over the last thirty years in terms of economic reform and social transformation. Along with this reform comes social problems in which social contradictions are worsening and posing threats to social cohesion and stabilities. Non-governmental organizations (NGOs) are formed in response to these emerging social problems. Women issues are receiving wide attention both internationally and domestically. This study intends to explore what and how international women NGOs do to respond to various women issues, and the effects of those international women NGOs on the development of civil society in China. Resource dependency theory and social network as well as social capital will be employed as theoretical tools to help analyze and to reflect the interactions among International NGOs and grass-root NGOs and the state. There are three research goals in this study. The focus of the first year will be a survey of the types, distribution and development trend of international women NGOs and grass-root NGOs through interviews and focus group seminars. The second year’s emphasis is on the interaction among international women NGOs, grass-root NGOs and the state with the above-mentioned theoretical perspectives. This third year is going to conduct a in-depth case study to reflect upon the uniqueness (also similarities) of the NGOs development experiences in china, given the very different political structure and policy environment.
