台灣在區域整合過程之地位

Abstract

經濟整合的觀念是來自二次世界大戰以後，歐洲區域整合概念與作法的出現帶動全球興起整合的熱潮，特別是在冷戰結束以後，區域主義取代了冷戰時期的東西兩大陣營的對抗。從1980年代開始，東亞地區開始經歷快速的「區域化」以及「市場驅動的區域整合」。此外，隨著經濟全球化、金融危機、東亞經濟地位的提昇以及中國的崛起，東亞已成為一個動態且多元的經濟區域。在區域整合的趨勢下，台灣對內的基本思維，為如何加強群聚效應與維持群聚效益。台灣各地區的群聚效應若無法相互連結，將降低內部的凝聚力，進而弱化台灣的區位條件。在對外方面，台海安全的區域化發展，備受美國、日本、韓國等周邊國家的重視。一旦台海爆發軍事衝突，周邊國家的軍事與經濟安全必然受到牽連。台灣的外交受到中國的強力壓縮，因此，我國的對外思維應為在區域整合中如何避免被邊緣化。因此，該研究計畫旨在探析台灣在東亞區域整合所扮演的角色，以及如何調整其戰略方向以適應區域情勢的改變。透過本計畫之探討，希能達成以下目的：（1）瞭解東亞區域整合的經濟與政治層面的靜動態發展（2）瞭解東亞區域整合的特色及其困境（3）歸納出東亞區域整合的影響因素（4）釐清台灣在區域整合中的角色扮演（5）提出台灣參與區域整合的策略建議再者，此研究計畫嘗試探究區域整合之動態調整過程，並試著從政治、經濟以及文化層面，進一步剖析區域整合的過程。另外，該區域內國家對整合的態度與互動，亦為研究計畫所關注的課題。

The idea of the project is to make a research on problems and perspectives of the dynamic integration process in the region of the Far East, including study of the place and role of Taiwan in the process. The target of the research is the economic, intercultural, political dimensions of the process. Interesting is the role of the main countries involved in the regional context. Taiwan presents very interesting model of the society, economy, political structure, successfully exploiting the dominant regional and global tendencies for the purposes of the development, competing with the most advanced economics of the world.
