| dc.description.abstract | 本研究計畫延續「台灣民眾之政策偏好與政治行為之多層次貝氏分析」計畫，將針對2009年的縣市長選舉以及2010年的北高市長選舉，探討民眾的政策意向以及地方政府的回應。根據計畫書，第一年的主要進度為電話訪問台灣地區的民眾，詢問他們對於各項政策的偏好，然後進行區域估計。我們並且訪問桃園縣與嘉義縣的縣府官員及地方民意代表，印證政策決定過程之民眾偏好的角色。政府官員及民意代表的訪談中發現，縣市首長的想法決定了預算的分配，而中央政府的補助又是預算是否能夠實行的決定因素。民意的影響並不如預期地高。 | - |
