| dc.description.abstract | 本文針對1997年修憲後，三位總統任內的黨政關係運作進行研究。傳統的黨政關係研究，認為政黨與政府的權力互動關係是受到憲政體制設計的影響，內閣制會趨向黨政合一，總統制會趨向黨政分離。但我國在1997年修憲後，憲政體制就未曾改變，若延續傳統的研究假設，則李登輝總統任內的黨政關係在修憲前後應有不同，而1997年修憲後李登輝、陳水扁、馬英九三位總統任內的黨政關係應該一致，但實則不然，顯然有其他因素會影響黨政關係的運作。有鑑於此，本文主張除了憲政體制的設計會影響政黨與政府的權力互動外，個別政黨的歷史發展背景與組織因素也都會影響其黨政關係的運作。\n李登輝總統任內的黨政關係運作，承襲先前國民黨的以黨領政模式，以黨中央做為政策協調與定案的場域。陳水扁總統任內的黨政關係多變，從全民政府的黨政分離開始，透過各種黨政權力協調機制的設計，逐漸縮小政黨與政府的落差，這是民進黨初次執政而必須在試誤中學習黨政關係如何運作。馬英九總統任內的黨政關係，一開始想擺脫以黨領政的傳統印象，但仍因國民黨的歷史發展經驗影響，持續走回黨政合一。整體觀之，陳水扁與馬英九兩位總統對於黨政關係的運作與發展路徑較為相似。\n本文發現，我國在1997年修憲後的半總統制，總統因為無權主持行政院院會而與行政院所屬部會間存在政策指揮與領導權的落差，但又因社會普遍期待總統為政府政策成敗負責，此時就有賴政黨扮演組織政府與運作政府的角色，執行黨政合一的運作模式，填補府、院、黨、黨團的縫隙，讓我國邁向權責相符的政黨政治與民主政治。 | zh_TW |
