The influence and function of the Law may not meet the needs of Beijing leaders largely because Taipei does not feel (or does not want to know) the increasing costs of refusing to engage in cross-strait negotiation after the enactment of the Law. That is, the Law in the context of Taipei-Beijing distributive negotiation does not play a very crucial role.
