烏克蘭與俄羅斯經貿關係的變遷與展望

Abstract

烏克蘭與俄羅斯於2012年慶祝兩國建交二十週年，烏克蘭現任總統亞努科維奇（Viktor Yanukovich）一向被視為親俄派，前任總統尤申科（Viktor Yushchenko）則較親西方，因此，本文嘗試探究烏克蘭總統對於俄國的態度，是否影響烏俄雙邊的經貿關係。其次，試圖探析俄國如何操作經濟槓桿，影響烏國的政策。本研究發現，立場較為親俄的亞努科維奇自2010年接掌總統之後，烏國對於俄國市場的出口依賴程度，呈現加深的趨勢；另一方面，俄國對烏克蘭的直接投資，亦呈現增長的態勢；整體而言，不論在貿易、商業以及能源等層面，均可看到俄國資本在烏克蘭的佈局。再者，莫斯科運用「紅蘿蔔與棍棒」的策略，左右基輔政策的走向，一方面以經貿誘因，強化與烏克蘭關係，另一方面則以能源，箝制烏克蘭，以防烏國脫離俄國的勢力範圍。

This article examines Ukraine`s trade and economic relations with the Russian Federation. Russia is not only the most important trade partner for Ukrainian foreign trade, but also the main source of inward foreign direct investment for Ukrainian economy. As one of the world`s main exporter of natural gas, Russia uses energy as a tool to impact upon the foreign policy of Ukraine. This article contends that carrots and sticks are two tools used by Russia when it engages in economic leverage with Ukraine.
