俄羅斯梅德韋傑夫總統對中國政策的思維

Abstract

1992 年至今的俄中關係，從「互視為友好國家」、「建設性夥伴關係」，發展至「戰略合作夥伴關係」。而俄羅斯新總統梅德韋傑夫於2008 年5 月上任，明瞭新總統的中國政策思維，係有利於掌握俄中關係的未來動向。有鑒於此，本文旨在檢視俄羅斯梅德韋傑夫總統的中國政策思維。在架構安排上，首先，闡述梅氏的中國政策概念，包括基本立場、主要目標與執行方式等；其次，探討梅氏中國政策的發展脈絡；再者，論述俄羅斯對中政策的台灣立場。在研究方法上，本文以文獻分析法，剖析相關的官方文獻，諸如，總統的國情諮文、總統令以及聯合聲明等文件。本文發現，梅德韋傑夫總統的中國政策，從其發展脈絡來看，是受前任總統普欽之影響。

From 1992 till current time, the Sino-Russian relations have developed from “Friendly Neighbors” to “Constructive Partnership” and then “Partnership of Strategic Coordination.” On 2nd March 2008 Dmitriy Medvedev was elected President of the Russian Federation. In order to know the dynamics of Sino-Russian relations, it is necessary to explore the Russian new president Medvedev’s China policy thinking. Therefore, the purpose of this article is to examine Medvedev’s thinking in policy towards China. The article is divided into three major sections. It first analyzes the concept and aims of Medvedev’s China policy. It then turns to review the background and logic of policy thinking of president Medvedev. In the final section, it looks into the “One China” policy of Russian government and its impact on the relations between Taiwan and Russia. This article maintains that former president Vladimir Putin had an influence upon Medvedev’s China policy thinking.
