摘要: 我國現面臨政府財政困難之問題,高等教育補助政策勢必將被討論,然我國高等教育政策受限於各方利益團體壓力,改革方案常受到扭曲,本論文期望經由比較分析我國、美國、瑞典、英國、日本之高等教育政策及財政數據,納他國成功經驗為己用,對我國高等教育提出整體政策建議。\n研究結果發現,我國政府高等教育補助規模:1. 與租稅負擔率呈負相關,不符合正常預期;2. 與高等教育需求度呈正相關,雖符合預期,但可能出現補助成長跟不上就學率攀升速度之情形;3. 與高等教育補助依賴度為負相關,不符期待,可能亦有補助成長速度不足之問題;4. 與學費佔人均GDP比屬負相關,符合預期。\n另外相較其他四國,雖然我國高等教育政府補助佔GDP比約位於五國中間值,但卻有低租稅負擔率、整體教育助偏低、政府教育補助難僅用稅收支應、高升學率、高等教育部門補助依賴度過高、低學費之情形。
