Following the trend of economic upturn in both Shanghai and Taipei City, especially during the past decade, more and more foreign enterprises and direct investments are also flowing into these two cities. As a result of these foreign capitals, the major component of these forces, people ─ the foreign businessmen, or the transnational world citizens, are also starting to congregate into the two Cities. The urban planning and development are somewhat influenced by these different forces along with the economic development and more transnational demographic dwelling in the cities; contrarily, the urban development attractiveness, has becoming their prospective competitiveness in terms of attracting more foreigners to the City. These hypotheses will be tested to answer the research question of how the urban competitiveness would affect the attraction of the city to the transnational businessmen. The research also tries to apply the “global city” paradigm to exam each City’s competitiveness from different aspects, and to compare those selected criteria between Taipei and Shanghai whether they are “global city”.
