摘要: 電子化政府要獲得良好成效,除了硬體與制度改善之外,文官本身也是重要一環。然學界與實務界主流思維依循著科技決定論之觀點,認為資訊科技進步與硬體改善必然會增加組織成員的工作效率,反而忽略組織成員對於資訊科技的認知與態度。本研究從資訊系統成功模型觀點探討電子化政府對文官的影響,透過行政院研考會—「電子治理成效調查評估與分析報告」,分析4737位文官所填答之問卷資料。研究結果顯示,文官對於電子化政府抱持著樂觀的態度,認為資訊科技的發展會帶來許多幫助,對於電子化政府所帶來的正面效益感受較深,較不易受到負面的衝擊。在「正面影響」中,影響最為顯著為「專業與資訊技能」,其次為「學習」,其餘由高至低分別為「成就感」、「決策品質」、「知識分享」,最低為「自主性」。在「負面影響」中,影響最為顯著為「監督控制」,其餘由高至低分別為「工作量」、「疏離感」,「工作壓力」、「電腦恐懼」。迴歸結果顯示,「認知有用性」、「使用者滿意」、「電腦素養」、「職位」會影響淨利益,且正面影響的模型解釋力高於負面影響的模型解釋力。根據研究發現,本研究建議在推行電子化政府時,應注意對文官所產生的負面影響,整合政府機關之間的資訊系統,適時調整人力資源的配置,以及提昇資深文官的電腦素養,便能夠減少文官的工作負荷量與降低文官的不安全感。本研究因受限於次級資料限制,僅能進行初步探討,未來學界可使用質化訪談方式,或是採用實驗設計深入探討背後原因。另外進一步探討其他外在因素之影響,如資訊系統品質,以及公部門中預算、法令、制度等因素。
