摘要: 由於民眾反貪腐的意識逐漸高漲,政府的服務提供必須重新聚焦在「課責」的議題。本文以台北市政府執行中央政府「全民督工」的個案為例,闡釋在政府施政透明化的聲浪下,履行公民參與及行政服務的相關議題,包括:台北市政府全民督工的源起、回應機制、電子化服務及處理機制上,做一個初步的分析。本文總結認為,要提升政府服務提供的課責效果,在機制設計上還必須強化下面三點:使用新科技以降低公共治理成本、創造監督知識分享、以及與正式管控機制及績效管理機制連結等。
As the public pays more attention to the anti-corruption issue, "accountability" becomes essential in government`s service delivery. Taking the Public Supervision of Public Construction (PSPC) in Taipei City Government as an example, this study discusses the issues of citizen participation and government performance. Through secondary data analysis, we explore the origin, responding mechanism, and online service of PSPC. Our conclusion suggests that to enhance the accountability of service delivery, the mechanism of the PSPC need to be improved in three respects: utilizing new technology to reduce public governance cost, sharing monitoring knowledge, and connecting with formal monitoring mechanism and performance mechanism.
