Abstract: 政府業務的廣度和深度-泛稱政策、計畫、工作或活動等公共服務-經常是只增不減,其結果必然影響政府經營的效率和效能。論者常將該現象歸諸於民主政治過程所致,同時組織變革、組織重組或政策變遷等理論對於終結業務的討論也較少。本文運用策略管理、績效管理和零基理念等概念,再根據政府業務屬性類別和推動源由,就公權力性質外部業務、輔導性或公共服務性外部業務和內部行政管理或支援業務等三大類,分別提出終結政府業務的分析架構和評估判準。本文所提出的架構和討論,可最為組織領導者和管理者可資使用的系統化判斷性工具,以終結政府不必要的業務,也可增進對於深受忽略的「終結」研究領域之知識建構。
It has been the case that both the scope and the depth of government programs/tasks are continuing to grow rather than to shrink in a democratic polity. The results are very likely to decrease the effectiveness and the efficiency of government operation. That phenomenon is often attributed to the plural interests of the political process and the empire-building of the bureaucracy. Theories of organization change, reorganization or policy change have thus seldom discussed the issue of program termination. Based upon the concept of strategic management, performance management and zero-based management, this paper proposes three analytic frameworks and criteria to suggest how to proceed the process of program termination in the areas of regulation, public service and internal service and management. By doing so, this paper intends to bridge the useful knowledge for this neglected yet important research topic.
