Abstract: Based on the Theory of New Institutionalism, this article intends to analyze the functions of, and interactions among, the three top decision-making bodies the Politburo, its Standing Committee, and the Secretariat within the Communist Party of China (CPC). This article also tries to gauge the degree of systemization of these decision-making bodies based on the CPC's organizational principle, democratic centralism, and further to assess the role and power of the general secretary in steering the CPC's top leadership in Chinese politics.
