日期: | 2011 | 上傳時間: | 10-Feb-2014 | 摘要: | 冷戰結束後，中共竭力追求一個和平穩定的國際環境，以利於持續改革開放，周邊地區的安全更是北京實行「睦鄰」外交的首要目標。在中共各項發展、國力不斷提升之際，其周邊地區的安全環境並沒有因北京政府的友好政策而有所改善。在1999年中共外交部軍控司司長沙祖康談及國際裁軍形勢問題中提及，東北亞的朝鮮半島形勢，因北韓的難以駕馭而變幻莫測，且更因涉及美日韓俄等多個強國而有所被受牽制，在中共第十六次中共共產黨代表大會後，胡錦濤執政期間，北核問題與南北韓軍事衝突成為中共在外交工作中一個最頭疼、最敏感的問題。\r\n中共從過去以來一直把北韓當成其在東亞地區發揮政治影響力的重要籌碼，一方面希望北韓能夠製造許多小衝突，讓中共有介入協調的機會，已奠定中共政府是唯一能夠控制北韓行為的國家，一方面中共也不希望北韓發展核武、也不希望把軍事衝突擴大化，因為北韓成功地發展核武將會讓北韓更不易於掌控，同時北韓的衝突擴大化將會把美國的軍事力量逐漸導回東亞地區，這是中共政府所不樂見的。而在今年（2011）一月北韓砲擊延坪島事件，讓美韓在黃海舉行大規模的軍事演習，同時也是韓戰結束之後，美國航艦第一次進入到黃海地區，這讓中共感覺芒刺在背，因為黃海地區是中共京畿地區的主要出海口，美國航艦進入此一區域有如扼住中共的海防咽喉。由此可見，這次北韓砲擊延坪島不但已經超越中共的紅線，爾且其所產生的效應也已經超過中共所預期，這也是中共政府一反常態主動鼓吹召開六方會議解決南北韓危機的主要原因，同時中共也明顯感受到美、日、韓所形成的圍堵防線，中共對朝鮮半島的安全政策勢必有所改變。 After The Cold War, PRC has been pursuing a peaceful and stable international environment to help its reformation continues. The safety of its boarder countries has also become the main goal when Beijing dedicates in its foreign affairs. As PRC constantly improve in all aspects, the environmental safety has not. In 1999, a PRC diplomat 沙祖康 once mentioned in an international military talk “ The north-east bound Korea Peninsula is unpredictable due to the untamed North Korea. Moreover, the issue is likely restricted with the involvement of USA, Japan, Korea and Russia. After the 16th PRC Party Conference, during Hu’s governing, North Korea’s nuclear problem and South & North Korea military conflict has become the most painful and sensitive issue in PRC’s diplomacy. PRC has been regarding North Korea as a vital counter for its political influence in the Eastern-Asia area. For one thing, the small conflicts that North Korea arose enable PRC to intervene and therefore making an impression to the world that China is the only country that can control North Korea; for another, PRC does not want North Korea to develop nuclear weapon and lost control, nor exaggerate military conflicts to attract U.S. military back to East-Asia area. In Jan. 2011, North Korea fried at 延坪Island, leads to a large scale of South Korea-America Joint military drill on Yellow Sea. This is the first time, after Korean War ends, the U.S. warship enter the Yellow Sea. Because the Yellow Sea is the main port for 京畿地區 of China, U.S.’s enter makes PRC uneasy. In other words, the延坪 Island incident not only surpass PRC’s red line for Korea, its side effects are also out of PRC’s expectation. These are the main reasons why PRC irregularly advocate 六方會議 to solve South & North Korea Crisis. It has sense the link of defense by U.S., Japan and Korea, and the PRC will have to make a change to their policy towards Korea Peninsula. |
