| dc.description.abstract | 本篇論文是透過對英國聯合政府組成的研究，探討政治制度暨政黨聯合與聯合政府組成的影響。 政黨的合作可以分為選舉時的合作，立法時的合作與政府組成上的合作。當議會不存在多數黨時，政黨之間就必須合作組成聯合政府或少數黨政府。至於政黨將採取何種合作模式，會受政治制度的影響。 從英國的經驗顯示，英國的選舉制度與憲政制度會促使政黨比較傾向組成少數黨政府。而非一般民主國家常見的最小獲勝聯合政府。 | en_US |
