摘要: 中國崛起已是二十一世紀社會科學研究領域顯學之一,其國家實力表現在經濟的高度成長上,而電信產業扮演著帶動工商服務業發展的角色,加上電信產業於國家安全及戰略上之考量,中國於電信產業的發展及改革途徑中,順著國內獨特的政經脈絡,並未如西方先進工業國家的改革經驗。\n 中國電信產業在內外部壓力下所進行的自由化改革歷程,就宏觀面而言,國家權力不斷於各部門間移轉,儘管過程中調控能力增強,國家卻陷入維穩與效率之兩難;就微觀面而言,部門主義下各利益團體間的博弈過程,例如中國聯通「中中外模式」及中國電信「小靈通」案例,可觀察出宏觀強化下的微觀放鬆現象。藉由比較歷史研究途徑分析,包括觀念、歷史遺緒等形塑了相關制度安排,國家權力無所不在,為保證獲利,國家幾乎不可能退場,而在政企難分、監管效能不彰及缺乏法治等負面事實下,推論中國電信產業發展的優異表現為政府改革之功則過於武斷。
