日期: | 2011 | 上傳時間: | 1-Jul-2014 | 摘要: | 中國崛起已是二十一世紀社會科學研究領域顯學之一，其國家實力表現在經濟的高度成長上，而電信產業扮演著帶動工商服務業發展的角色，加上電信產業於國家安全及戰略上之考量，中國於電信產業的發展及改革途徑中，順著國內獨特的政經脈絡，並未如西方先進工業國家的改革經驗。\n 中國電信產業在內外部壓力下所進行的自由化改革歷程，就宏觀面而言，國家權力不斷於各部門間移轉，儘管過程中調控能力增強，國家卻陷入維穩與效率之兩難；就微觀面而言，部門主義下各利益團體間的博弈過程，例如中國聯通「中中外模式」及中國電信「小靈通」案例，可觀察出宏觀強化下的微觀放鬆現象。藉由比較歷史研究途徑分析，包括觀念、歷史遺緒等形塑了相關制度安排，國家權力無所不在，為保證獲利，國家幾乎不可能退場，而在政企難分、監管效能不彰及缺乏法治等負面事實下，推論中國電信產業發展的優異表現為政府改革之功則過於武斷。 | 參考文獻: | 中文部分：\nLorraine Spurge著，褚耐安譯，1999，《以小搏大MCI：對抗AT&T的通訊小巨人》，台北：智庫。\nMilton Friedman著，藍科正、黃美齡譯，1993，《資本主義與自由》，台北：萬象。\nRobert L.
