治理理論之初探：政府、市場與社會治理架構

Abstract

「治理」概念的出現，意味著政府部門從事改革思維的一種演變。過去政府再造的途徑是取法企業，而朝向政治經濟學或是制度經濟學的領域，治理模式則轉向公民社會，結合政策網絡的概念。治理理論顯示的問題焦點在於：政府在治理結構中扮演何種角色？政府治理角色有什麼樣的\\r變化？治理與政府究竟有何差異？本文試圖建構一種治理的理論，此理論植基於政府、市場或社會治理的模式，作為治理的分析架構，以理解治理結構與運作；並探討各種治理結構之中是否存在一種共同的理論基礎。 The implication of governance conception emerged that referred to a new change notion of administration reform in public sector. As far as reform approach was concerned, ‘government reinvention’ was seen to study business idea over past years and derive from either discipline of political economy or institutional economy. The perspective of governance, however, seemed to be in turn connected with civil society, particularly it emphasized on conception of policy networks in governing process. There have been some focuses: what’s government role in governing structure, would it has any changed, and what’s any distinction between government and governance? This paper attempts to construct a useful governance theory, as an analysis framework, through model of either government, or market, or society. This paper also examines the core conception of governance and whether there is a common ground of theory among those modes?
