| Abstract: | 本研究將從社會問題與政策分析的角度剖析醫療補助政策（雖已更名為低收入戶健康保險，但實質精神並未改變，且因比較方便，故使用一致名稱）。一方面可釐出政策的來龍去脈，另一方面可以分析此一政策（在此為低收入戶醫療保險）與其它福利政策的關連性。文中並以美國作為對照比較，期望他山之石以攻玉。 |
