| dc.description.abstract | 臺台灣的族群歧視不僅構成社會壓迫,排拒弱勢種族與族裔群體在社會平等生活的權利,更可能破壞社會穩定,製造衝突。因此以法律禁止、預防、管理族群歧視,有其必要。而以反歧視為中心之族群平等法,在世界各國已有立法先例,也是臺灣憲法及相關人權公約所要求。只要在立法技術上設計妥當,適度限縮其範圍,即可在保障憲法言論自由、結社自由之前提下,達成維繫族群平等之目標。 | en_US |
