大學校務行政電腦化推行概況與問題實證研究：行政人員電腦知能與態度分析

Abstract

校務行政電腦化可節省人力，減少重複作業時間，提高行政效率，並提升學校經營管理素質，然校內行政人員對校務行政電腦化支持與否將影響該工作的推展。本研究透過問卷，調查國內五所已推行校務行政電腦化之公私立大學，分析其行政人員的電腦知能與對行政電腦化的態度，同時訪談五校負責推行行政電腦化的行政主管，了解該工作推行時遭遇困難與解決途徑，期提供其他學校未來發展之參考。

Electronic/Network Government (ENG), the item promoting integrated automation of public services and implementing inter-organization information networks, is newly developed. National universities in Taiwan can be regarded as public institutions and their management as public administration because of funding sources and the nature of services. This paper discusses an empirical study that combines personal interview with mailed questionnaire to survey university administrators’ attitudes toward the electronic/network systems on campus. The results of this study indicate: (1) Factors like age and education level are related to the attitudes; (2) More training and communication efforts are needed although the electronic/network system does improve the quality and efficiency of the service.
