重新思考外空安全：一個中國建構安全規範之解析

Abstract

本文主要目的乃欲探討後冷戰期間中國如何建構外空安全規範，本文先從中國如何肆應冷戰期間，美國所提倡的「和平利用外空」此一概念所衍生之不確定因素出發，再針對中國如何於後冷戰期間嚐試建構「防止外空軍備競賽」和「防止外空武器化」新規範之努力加以探討。本文以中國參與外空建制之過程，說明冷戰期間「和平利用外空」的不確定性對中國外空活動身分之限制，藉以呈現外空安全建制所謂等級結構之所在。本文再針對後冷戰期間中國如何建構外空安全理念，並以何種方式訴求形塑未來外空安全規範之各種嚐試，從而檢驗社會建構論所強調的相互主體性塑造實踐的目標，同時亦形成行為者的身分與利益此一命題。

The purpose of this article is to explore how China constructs security norms of the outer space in the post-Cold War era. This article is divided into four parts. First, it investigates how China copes with the uncertainty produced by the notion of peaceful use of the outer space. Next, it inspects the efforts China has made to construct norms to prevent an arms race in the outer space and the weaponization of the outer space. This article then explains why China’s participation of the security regime imposes limitations on the hierarchical structure of the international system. In the last part, this article demonstrates how China attempts to construct norms with a view to molding future principle for the outer space.
